Transportation Secretary Calls for Billions in Investment to Modernize Nation’s ATC System

 

Transportation Secretary Sean Duffy at a press conference today at DOT Headquarters attended by AAAE and leaders from across the aviation industry called for investing tens of billions of dollars to modernize the nation’s Air Traffic Control (ATC) system in the next three to four years.

 

The plan is compromised around four infrastructure components of communications, surveillance, automation and facilities. According to DOT, the plan includes replacing antiquated telecommunications with new fiber, wireless and satellite technologies at more than 4,600 sites, 25,000 new radios and 475 new voice switches; replacing 618 radars; addressing runway safety by increasing the number of airports with Surface Awareness Initiative to 200; building six new air traffic control centers; and installing new modern hardware and software for all air traffic facilities to create a common platform system throughout towers, TRACONs and centers.

 

AAAE President and CEO Todd Hauptli, who spoke during the press conference, has called for quick action to invest in needed technology, personnel and facilities at FAA towers and contract towers. Today, Hauptli pointed to aging facilities at airports in urgent need of upgrades and said it was unacceptable to controllers and the American public that today’s smart phones have more technology than what is currently available to air traffic controllers.

 

“Modernizing aging air traffic control assets in the air and on the ground will strengthen safety and efficiency and give travelers, users and all Americans an air traffic control system that maintains our position as the global aviation leader,” AAAE noted in supporting the proposal from the administration and efforts by Congress to upgrade ATC systems and facilities. “AAAE is grateful to Secretary Duffy, the Trump administration and congressional leaders for taking quick action to invest in critical technology, facilities and personnel. We are proud to join our industry colleagues in supporting these investments in our nation’s aviation future.”

 

Also speaking at the event was President Donald Trump, who called in via telephone, Acting FAA Administrator Chris Rocheleau, NTSB Chairman Jennifer Homendy, Sen. Ted Cruz (R-TX), Rep. Sam Graves (R-MO), Rep. Rick Larsen (D-WA), and representatives from a broad spectrum of the aviation industry, including Airlines for America, multiple airline CEOs, Airbus and Boeing.

 

On July 15, AAAE, in partnership with Airlines for America, the General Aviation Manufacturers Association, the National Air Traffic Controllers Association and National Business Aviation Association will host the 2025 Air Traffic Control Modernization Summit in Washington, D.C.. The Summit will bring together top-level officials from government and all segments of the aviation industry to focus on the current state of the nation’s aging air traffic control system and immediate investments, policies, and actions that can be taken to delve into the issues. AAAE Joins Coalition Pushing for ATC Reform

AAAE joined more than 50 influential aviation groups today in launching the Modern Skies Coalition, which will actively support efforts to modernize the nation’s Air Traffic Control (ATC) system.

    Among the items the coalition is advocating for is robust emergency funding for critical air traffic control technology and infrastructure and controller and technician staffing and training; direction to FAA to achieve prudent divestment from legacy National Airspace System (NAS) elements and utilize their existing procurement authority to facilitate the effective deployment of state-of-the-art technology; and realignment and modernization of ATC facilities to improve operational efficiencies and leverage technological improvements and investments.

     

    In a joint statement released following the announcement from the Trump Administration proposing significant investments in ATC upgrades, the coalition noted they “strongly support Sec. Duffy’s plan to rebuild our nation’s air traffic control system. Recent issues — especially those at (Reagan National) and (Newark Liberty International) — remind us of the urgent need for a sharp focus on the safety and efficiency of the … NAS and the dire necessity to address antiquated technology and the staffing shortage.”

     

    The steering committee for Modern Skies includes AAAE; Aerospace Industries Association; Airbus; Aircraft Owners and Pilots Association; Airlines for America; National Air Traffic Controller Association; Air Line Pilots Association; General Aviation Manufacturers Association; General Electric Aerospace; National Business Aviation Association; Regional Airline Association; and The Boeing Company.

     

    The Modern Skies campaign is a multifaceted effort including a new website, social media pages, blogs, videos and other channels. The website houses key priorities, a form letter for the public to contact their congressional representatives, news articles, recent media interviews and more
