About the Webinar

Most public bodies use some form of Roberts Rules of Order for their meetings.  To the uninitiated, the rules and process may be confusing and sound unnecessarily formal.  But with a better understanding of Roberts Rules, members of a governing board, staff and consultants can navigate the public debate and decision-making process.  This webinar provides a basic understanding of how Robert Rules works, how to navigate the rules, maintain ethical standards, and how to ensure that public meetings move efficiently without becoming too bogged down in minutiae while simultaneously ensuring that all voices are heard.  The webinar will provide examples of how to ethically adapt Robert’s Rules to a particular circumstance – whether it be a highly formal or a much more informal public meeting.

This webinar willl fulfill the requirement of 2 Ethics CEUs for A.A.E.s for the current cycle.

Cancellation Policy:

Training registration fees are non-refundable. For all inquiries regarding registrations, cancellations and refund requests, please contact the AAAE Training Department by email at training@aaae.org. All inquires must be submitted in writing. All cancellation requests for paid registrations received on or before Friday, August 1, 2025, are subject to a $50 cancellation processing fee; approved refunds will be processed after the meeting takes place. There will be no refunds of any kind after this date. Cancellations with outstanding invoices received within two weeks of the start of the conference, will require full payment on the balance due. Refunds will not be provided, and balance dues will not be forgiven for no-shows. Substitutions within the same conference will be accepted without penalties. The difference between member and non-member price will be charged if a non-member replaces a member. Substitutions will be accepted with a written request to Training@aaae.org. The individual substituting for the original registrant is responsible for all financial obligations (balance due; difference in fees due to membership type) associated with that substitution. By submitting a completed registration form, you acknowledge that you have read and understand the cancellation policy

NOTE: AAAE reserves the right to postpone or cancel an event if the number of registrants is insufficient; due to acts of God; or any other reason beyond AAAE’s control. In this event, we will notify all registrants and credit the full registration fee towards another AAAE training, product, or service. However, any costs incurred by the registrant, such as hotel cancellation or airline penalties, are the responsibility of the registrant. Confirmation letters will be emailed to attendees within two weeks of receipt of registration. However, if you have not received a confirmation email two business days prior to the meeting, and you enrolled at least two weeks prior to the meeting, please contact the AAAE Training Department at 703.797.9009 or Training@aaae.org. Please note failure to receive a confirmation letter before an event will not be grounds for a refund.

About the Instructor

Peter Kirsch

Peter Kirsch, Esq.

Peter Kirsch’s practice focuses on the regulation and development of transportation infrastructure and other public sector projects.  Peter represents clients ranging from local governments to the private sector and public interest groups in negotiations and litigation over land use entitlements, the environmental impacts of infrastructure projects, and compliance with federal transportation law and regulations.  He litigates cases before administrative agencies, numerous state and federal trial and appellate courts, and the U.S. Supreme Court.  He represents airport sponsors and local governments before Congress and federal administrative agencies.

For 30 years, Peter has been involved in the development of airport infrastructure – including many of the new commercial airports in the United States as well as dozens of airport expansions, redevelopment projects, and development of land for non-aeronautical projects.  He advises airports on financial matters, regulatory compliance, leasing, land use issues, environmental impacts, and relations with their host communities.  He has litigated all of these issues in federal and state trial and appellate courts and in Part 16 proceedings before the FAA.

Increasingly, Peter provides counsel to airports on creative and precedent-setting revenue-generating projects in the development of land and in concession arrangements. Public-private partnerships have become a focus on his practice in recent years, and he has represented both airports and private sector investors in airport management and development projects.

For a wide range of infrastructure projects, Peter advises clients on compliance with federal environmental laws, with a particular focus on the National Environmental Policy Act and on the regulatory strings that come attached to federal funding of transportation infrastructure or use of federal lands.
