The Civil/Military Relations Workshop is a premier event designed to bring together military personnel, veterans, and airport managers to explore the intersection of military and civilian aviation operations. Through expert-led discussions, personal insights, and collaborative networking, this workshop equips attendees with the knowledge and connections needed to navigate career transitions, enhance airfield operations, and strengthen safety protocols.

Dress is business casual. *MILITARY ATTENDEES: Attire for this Workshop is UOD during the day. Appropriate civilian clothing is acceptable for evening events.
Keynote Speakers

Colonel Sheldon B. Wilson is the Commander of the 165th Airlift Wing, Georgia Air National Guard, overseeing more than 1,400 Airmen and ensuring they are prepared for domestic and international missions. With a career starting in 1993, he has held various leadership roles and deployed multiple times in support of major operations, earning his pilot wings in 2002 and serving as the 165th Operations Group Commander before his current position.

Command Sergeant Major Keiven R. Favor enlisted in the Army in 2002 and has served in various leadership positions, including the G3 Chief of Operations for the 11th Airborne Division, with deployments to Iraq and Afghanistan. He has completed extensive military education, earned numerous awards and decorations, and holds a Bachelor's degree in Leadership and Workforce Development.

Cancellation Policy:
Registrations and cancellations must be submitted in writing. Cancellation requests received before June 30, 2025 are subject to a $125 processing fee and will be processed after the meeting takes place. There will be no refunds after this date. Substitutions will be accepted without penalties and no-shows will be billed. For all inquiries regarding cancellations and refunds, please contact the AAAE Meetings Department at 703.824.0500 or email aaaemeetings@aaae.org. By submitting a completed registration form, you acknowledge that you have read and understand the cancellation policy.

Attire for this Workshop is UOD during the day. Appropriate civilian clothing is acceptable for evening events.
NOTE: AAAE reserves the right to postpone or cancel an event if the number of registrants is insufficient; due to acts of God; or any other reason beyond AAAE’s control. In this event, we will notify all registrants and credit the full registration fee towards another AAAE meeting, product or service. However, any costs incurred by the registrant, such as hotel cancellation or airline penalties, are the responsibility of the registrant. Confirmation letters will be emailed to attendees within two weeks of receipt of registration. However, if you have not received a confirmation email two business days prior to the meeting, and you enrolled at least two weeks prior to the meeting, please contact the AAAE Meetings Department at 703.824.0504 or AAAEmeetings@aaae.org. Please note failure to receive a confirmation letter before an event will not be grounds for a refund.

AAAE Airport Safety and Operations Specialist (ASOS) Course

Before the workshop begins, take advantage of the two-day AAAE Airport Safety and Operations Specialist (ASOS) Course!
The Civilian/Military Airport Connection (CMAC) program helps separating military personnel and new veterans acclimate from managing military airfields to the dynamic and complex commercial-use airport environment.
If you oversee airport or military airfield operations, this certification course provides a solid foundation in 14 CFR Part 139 requirements and essential federal compliance guidelines. Designed with both civilian and military professionals in mind, the Basic ASOS course includes military-specific content to ensure participants gain a well-rounded understanding of airfield operations.

About the Instructor

James R. Nilo, C.M., ACE, IACE
Chief (Ret.) James “Jim” Nilo, C.M., ACE Jim started his airport career as a Crash Fire Rescue crewman in the United State Marine Corps in 1984. While serving on active duty he also became a volunteer firefighter and emergency medical technician in Northern Virginia. At the end of his tour of duty in the Marines, Jim went to work for the newly created Metropolitan Washington Airports Authority Fire Department as a Firefighter/EMT and was stationed at the Washington National Airport. In late 1990, Jim continued his career and went to work for the City of Manassas Fire and Rescue Services in a municipal role. During this time Jim became highly involved with local fire training and also became an Adjunct Instructor for the Commonwealth of Virginia Department of Fire Programs where he continues to teach as a part time instructor to this day. Jim’s passion for training was strong and in 1994 he began working full time for the Virginia Department of Fire Programs as a regional training manager where he coordinated state sponsored training programs for over 30 localities. Part of his duties included course development and with his ARFF background he worked on the development of the states ARFF Program where he was instrumental in the acquisition of Virginia’s first mobile aircraft live fire trainer, the first of its kind. Jim was later moved to the Richmond office where he ran the ARFF program and coordinated much of the training program development for the Agency. During this time Jim was recognized for his work in the ARFF field and received several awards including Virginia Aviation Person of the Year in 1998. Near the end of 1999, Jim accepted a position with the Capital Region Airport Commission as the Fire Chief for the Richmond International Airport in Richmond, Virginia. Post 9/11 the ARFF department was needed to perform many airport operations functions and in 2004 Jim’s job duties were greatly expanded to include oversight and management of the airports ARFF, Communications, Grounds, Equipment Maintenance, Communications, and Operations Departments. With this expanded role Jim supervised much of the airports daily operation which included many safety and security related duties. Jim held the position of ARFF Chief and Airport Operations Manager at RIC for the next 13 years and retired from active public service in early 2016. Jim is the founding partner in JRN Consulting, a firm specializing in Airport Operations, ARFF, OEM, Safety, and Security for airports. Jim has attained numerous airport plus Fire and EMS certifications and has even taught at the National Fire Academy in Emmitsburg, Maryland. His service career included involvement in many organizations such as the Virginia Fire Services Council, National Fire Protection Association, and the Aircraft Rescue Fire Fighting Working Group (ARFFWG) where Jim was a board member and one time Chairman. Jim and his wife and Malcom the Great Dane and River the Lab reside just south of Fredericksburg, Virginia.
