Airport Alert: Senate Again Rejects Proposals to Fund the Government

October 1, 2025

The Senate today again rejected two competing short-term continuing resolutions to temporarily fund the federal government -- one proposed by Republicans and one by Democrats. The latest round of votes comes after the government shutdown kicked in at midnight.

Like yesterday, Senate Republicans failed to gain the 60 votes necessary to approve a House-passed bill to keep the federal government operating through November 21. Today’s vote on the clean extension was again 55 to 45 with two Democrats and one independent supporting the GOP proposal.

Repeating yesterday’s exercise, the Senate also rejected a proposal put forward by Democrats to keep the government operating through October 31 and extend Affordable Care Act subsidies. The party-line vote was again 47 to 53 – also short of the 60 votes necessary for passage.

There doesn’t seem to be any progress toward finding a solution as both sides appear to be digging in. Democrats are continuing to demand that the CR include their proposed health care fixes, and Republicans are continuing to stand firm on their calls for a clean extension instead.
