Airport Alert: TSA Awards for LEO Reimbursement Grants Delayed

The Transportation Security Administration (TSA) notified AAAE that they are experiencing delays in awarding new agreements for law enforcement officer (LEO) reimbursement grants.  Last October, TSA announced plans to fund LEO grants for three years, subject to appropriations.  Interested airports submitted applications in mid-November and TSA planned to make awards before April 2020.

Today, TSA informed all current LEO program grant participants via email that: 
  • All current Law Enforcement Officer Reimbursement Program (LEORP) Other Transaction Agreements (OTAs) will be extended.  The extended period of performance will be April 1, 2020 through December 31, 2020.  All existing OTA Terms and Conditions will remain in effect during this time.  
  • Program applications that were timely submitted by current LEORP Participants are still being reviewed and processed.  New awards to these airports are anticipated to become effective on January 1, 2021
  • Airports that are not currently participating in the LEORP, but which submitted applications meeting all stated requirements during the recent open application period, will be accepted into the Program and offered awards with an effective date of June 1, 2020 through December 31, 2020.  These airports will also be eligible for new awards expected to become effective on January 1, 2021.
