Senate Clears FY24 Final DHS/TSA/CBP Spending Bill

After defeating several amendments, the Senate approved the second six-bill appropriations package that included funding for the Department of Homeland Security, the Transportation Security Administration, and U.S. Customs and Border Protection. The bill passed by a vote of 74-24.  While final passage came after the midnight deadline when the continuing resolution expired, the Senate's action just hours later effectively prevented any lapse in funding.  Once the President signs the bill today, the entire federal government will be funded through the end of fiscal year 2024.

As we have reported previously, the bill contains mixed results for airport priorities. It includes funding for additional Transportation Security Officers and 300 new CBP Officers, pay equity for all TSA employees, and TSA exit lane staff at airports. Unfortunately, the bill does not include funding for LEO reimbursement grants, support for state and local-led canine teams, or reimbursements for explosive detection systems purchased by some airports before 2007 and it greatly reduces funding for aviation security technologies.
