Security Policy Alert: Update on KTN-Only TSA PreCheck Implementation

Today, at the request of AAAE, TSA provided an update on the Congressionally mandated requirement to limit PreCheck lanes to only passengers with Known Traveler Numbers (KTN).  The TSA Modernization Act of 2018 required TSA to limit PreCheck lanes to only enrolled members of PreCheck and other DHS Trusted Travler programs such as Global Entry by April 2020.

TSA reported today that they will meet the April 2020 deadline.  Between October and November 2019, TSA implemented KTN-only PreCheck at 319 airports where initial modeling showed no significant operational impact.  Between January and February 2020, TSA implemented KTN-only PreCheck at an additional 42 airports where updated modeling indicated no significant operational impact.  TSA has continued to refine its operational modeling based on peak airport volumes, Secure Flight data, checkpoint specific analysis and increased efficiency and throughput in the PreCheck lanes (when limited to KTN-only).  As a result, between March and April 2020, TSA will implement KTN-only PreCheck at the remaining 73 airports.  

TSA modeling predicts that 14 out of the 73 remaining airports will face staffing challenges and may experience increased wait times. TSA plans to deploy existing operational tools, such as load balancing between checkpoints and layout reconfigurations, in order to mitigate these challenges and manage KTN-only TSA PreCheck.  TSA has also postponed implementation of KTN-only PreCheck at the 14 airports under after the Spring Break travel period.

TSA continues to work on its Future Lane Experience (FLEx) initiative which is piloting various passenger risk segmentation Concept of Operations beyond just PreCheck and standard screening.  The on-going pilot at Boston Logan International Airport will likely conclude in the near future.  TSA is then going to explore different Concept of Operations and options based on airport location, including examining the need for dedicated "Green" or low-risk passenger lanes versus embedding dynamic risk-based screening in the standard lanes.  With the KTN-only PreCheck mandate met, TSA can invest additional time in testing and developing FLEx.
