Security Policy Alert: TSA Posts Updated Alternative Measure for Security Directive Relief

This evening, TSA posted to the Homeland Security Information Network (HSIN) an updated Alternative Measure (AM) -- National AM 1542-20-03 -- related to regulatory relief from certain Security Directive requirements during the COVID-19 pandemic. The national AM is effective as of today and expires on July 24, 2020.
This is a national AM issued to all airport operators. There is no longer a need to make a local request to your Federal Security Director (FSD) for the AM template. However, airports must make their local FSD aware of what, if any, sections of the AM they intend to implement. In addition, this national AM supersedes the 44 individual Alternative Measures issued in the past week relating to COVID-19 relief, numbered either AM 1542-20-01 or AM 1542-20-02.
The updated AM applies to airports that have maintained badging operations as well as airports that may have closed or suspended their badging operations. It provides relief from several time-based requirements under the SD 1542-04-08 series, particularly in regard to badge renewals, as well as tactile touch requirements under SD 1542-18-01A. It also allows expired driver's licences to be accepted for identity verification. Airports may choose to implement only certain sections of the AM as appropriate to your airport needs at this time.
TSA has also posted a spreadsheet on HSIN that must be utilized if airports will be taking advantage of the AM relief for SD 1542-04-08P.
AAAE continues to work with TSA on regulatory relief related to the badge status of furloughed employees and, in particular, the impact on badge unaccountability rates and audits.
