Regulatory Alert: FAA Releases List of $970 Million in FY25 Airport Terminal Program Grants

Today, the Federal Aviation Administration (FAA) released a list of airport projects that will receive a share of $970 million in fiscal year 2025 (FY25) discretionary grants under the Airport Terminal Program (ATP), which was created by the Infrastructure Investment and Jobs Act (IIJA), commonly known as the Bipartisan Infrastructure Law (BIL). The agency intends to fund 128 projects at 125 airports, focusing on terminal reconstruction, development, and accessibility; improving energy efficiency for terminals; and improving airport-owned air traffic control (ATC) towers; among many other purposes.

Under the ATP, FAA is providing approximately $5 billion to airports via discretionary, competitive grants for eligible terminal projects over a five-year period. In July, FAA released a notice of funding opportunity (NOFO) that outlined how airports could apply for a share of the approximately $1 billion in FY25 discretionary funds that were available. In response, FAA received 575 applications requesting $8.1 billion in FY25 funding. To date, FAA has awarded over $3.9 billion in ATP grants over four fiscal years. An additional $1 billion will be made available in FY26, the last year of the program.
 
What’s Next? Airports should be aware of two other notable updates and developments expected over the next month as it relates to BIL implementation:

  • FY25 FAA Contract Tower (FCT) Competitive Grant Program: In August, FAA released a NOFO outlining how airports can apply for a discretionary grant from the $20 million that will be made available in FY25 for the FCT Competitive Grant Program. In response, FAA received 82 applications requesting $191 million in funding. FAA has signaled the agency plans to announce projects that will be selected for FY25 grants sometime in November.

  • FY25 Airport Improvement Grants (AIG) Program: During the webinar hosted earlier this week, FAA indicated the agency will announce allocations for airports for FY25 in mid-November of this calendar year.
