Regulatory Alert: DOT Announces FY23 Small Community Air Service Development Program Grants

Today, the U.S. Department of Transportation (DOT) announced $11.99 million in discretionary grant awards under the Small Community Air Service Development Program (SCASDP) to help 14 communities address air service and airfare issues in their communities.
 
Communities that received grants include Fairbanks, AK; Huntsville, AL; Safford, AZ; Chico, CA; Columbus, GA; Alexandria, LA; Salisbury, MD; Lansing, MI; Columbia, MO; Missoula, MT; Grand Forks, ND; Elko, NV; Toledo, OH; and Medford, OR. Selections were based on 40 applications that were submitted in July, requesting nearly $32 million in funding. Only $12 million was available.
 
“People in small communities across the country depend on local air service—as a resource in their lives and as a driver for growth in regional economies. With the funding we’re announcing today, the Department is strengthening local air service in 14 smaller communities and helping Americans across the country get to where they need to go more efficiently and affordably,” said U.S. Transportation Secretary Pete Buttigieg.
 
The SCASDP was created in 2000 as a financial assistance program to help small communities enhance their air service. The program has been subsequently reauthorized by Congress on several occasions, including most recently through the FAA Reauthorization Act of 2024. Grants may be used to provide financial incentives to carriers, conduct studies on the possibilities of expanded service, and carry out marketing programs to promote existing local service, among other things.
