Regulatory Alert: FAA Announces Deadlines on the Use of FY 2021 AIP Entitlement Funds

Today the Federal Aviation Administration (FAA) announced the deadlines for submitting a notice of intent (NOI) and final grant application for the use of primary, cargo, and nonprimary entitlement funds that are available under the Airport Improvement Program (AIP) for fiscal year (FY) 2021. Specifically, FAA has set the deadline of March 15, 2021, for an airport to provide FAA with a NOI to use FY 2021 AIP entitlement funds and the deadline of May 3, 2021, for an airport to submit a final grant application to use FY 2021 entitlement funds. FAA noted that these dates are subject to adjustment based on potential future legislation. View the signed FAA notice in the Federal Register. 
AAAE has received questions on whether airports will be responsible for the local match required for AIP projects funded in FY 2021. As we have previously reported in our February 10 Airport Alert, Congress is currently considering a coronavirus relief package that contains $8 billion for airports and concessionaires, including $608 million to cover the local match for AIP projects funded in FY 2021 and 2020. The House Transportation and Infrastructure Committee approved the package last week and AAAE continues to urge Congress to approve this much-needed relief for airports. As with any legislative proposal, nothing is final until it's through the entire process and signed into law.
