Regulatory Alert: FAA to Host Airport Listening Session on U.S. Government'sRunway to RecoveryGuidelines

Today the Federal Aviation Administration (FAA) announced that the agency will host a virtual listening session on September 1, 2020, at 11 a.m. ET for airports to share their feedback with FAA Administrator Steve Dickson on the U.S. Government's Runway to Recovery: The United States Framework for Airlines and Airports to Mitigate the Public Health Risks of Coronavirus. The document, which was released last month, provides guidance to airports and airlines for implementing measures to mitigate health risks posed by the ongoing pandemic and restore passenger confidence in air travel. 

AAAE President and CEO Todd Hauptli will be joined by Kevin Burke from ACI-NA and four airport executives to give an overview of the ongoing recovery efforts and provide feedback on challenges, best practices, implementation, and metrics associated with the public health risk reduction outcomes identified in the guidance.

Kirk Shaffer, FAA Associate Administrator for Airports, sent the official invite letter to airport directors this evening.
 
Background. In early July, the U.S. Departments of Transportation, Homeland Security, and Health and Human Services issued the Runway to Recovery guidelines to provide guidance for airports on how to mitigate the public health risks associated with COVID-19, prepare for increased travel volume, and ensure aviation safety and security is not compromised. As more fully summarized in our July 2 Airport Alert, the document contains 11 measures that the U.S. Government recommends airports and airlines implement across all operations and phases of travel to, from, and within the United States. The goal was to provide a level of consistent measures across the aviation system. 
 
Listening Session Overview. AAAE President and CEO Todd Hauptli will be joined by Kevin Burke from ACI-NA to provide introductory remarks and an overview of how the industry is recovering from the ongoing pandemic. FAA has invited executives from four different airports to share feedback and challenges associated with maintaining airport facility safety (e.g., cleanings, face coverings, health assessments); increasing aircraft operations (e.g., international traffic restrictions and competition); and developing communication strategies for restoring public confidence.

FAA is coordinating the listening session and will be prominently involved in the agenda. FAA Administrator Steve Dickson will provide opening remarks. FAA's Chief of Staff Angela Stubblefield will moderate a question and answer session in collaboration with representatives from the Department of Homeland Security, Department of Health and Human Services, U.S. Customs and Border Protection, Centers for Disease Control and Prevention, and the Transportation Security Administration.

Airport executives that will be speaking include Chellie Cameron, CEO of Philadelphia International Airport; Justin Erbacci, CEO of Los Angeles World Airports; Mike Giardino, Executive Director of Newport News/Williamsburg International Airport; and Joseph Nardone, President and CEO of Columbus Regional Airport Authority.
