Regulatory Alert: FAA Releases $1.1 Billion in FY23 AIP Grants for Projects at Over 217 Airports

The Federal Aviation Administration (FAA) released on September 11 a list of over $1.058 billion in infrastructure grants as part of the fiscal year 2023 (FY23) Airport Improvement Program (AIP), including $301.0 million in entitlement grants and $757.5 million in discretionary grants. The grants awarded today will fund a variety of projects at over 217 airports, including construction and improvement of airport facilities, repairs to runways and taxiways, and purchasing equipment needed to operate and maintain airports.
The AIP grants released were made available by the $3.35 billion in 'regular' AIP funding that Congress provided in December 2022 as part of the FY23 omnibus spending bill. FAA awarded about $2.2 billion in FY23 AIP grants between March and July. Today's release brings the total to approximately $3.28 billion for FY23 AIP grants.

Other Developments and Reminders: As it relates to airport development funding, airports should be aware of two other reminders:
FY24 Airport Terminal Program (ATP) Notice of Funding Opportunity: In September 2023, FAA is expected to release a notice of funding opportunity (NOFO) that outlines how airports can apply for a share of approximately $1 billion in FY24 ATP funding. ATP was created by the Bipartisan Infrastructure Law (BIL) and provides $5 billion in discretionary funding to airports over a 5-year period. A total of $1.936 billion in ATP funds have been awarded for FY22 and FY23. We will be providing airports with additional information as soon as the NOFO is released.
