Regulatory Alert: DOT and FAA to Reduce Capacity and Operations at 40 Airports
November 6, 2025
As we shared yesterday, DOT Secretary Sean Duffy and FAA Administrator Bryan Bedford announced that effective tomorrow, the FAA will begin to reduce capacity by 10 percent at 40 “high traffic” airports unless a deal is reached to end the government shutdown.
Today, we were provided a list from Capitol Hill and from the FAA unofficially of the 40 airports that will be directly impacted by the reduction. That list is below. The agency has not published anything official related to affected airports on its website or elsewhere.
Yesterday, DOT and FAA leaders emphasized during a press conference that while the system remains safe, the ongoing federal shutdown has led to staffing challenges across the system and concerns about fatigue with the controller workforce. According to Secretary Duffy, the decision on affected airports was “data driven.” You can view yesterday’s press conference here.
It is our understanding that conversations are ongoing between FAA and the carriers on implementation of the reductions. We’re also hearing unofficial reports that the reductions may be phased in, which may include 4 percent cuts on Friday and possibly 6 percent cuts on Saturday. But the FAA has yet to release details.
If additional details become available, especially as it relates to implementation, we will share that information as soon as we have it.
