Security Policy Alert: TSA Issues Two Proposed National Amendments for Notice and Comment

TSA has posted two proposed Airport Security Program national amendments related to Trusted Agents and Social Security Number (SSN) collection and verification for notice and comment. The proposed amendments can be found on the ACO-200 airport web board on HSIN under new postings.

Both proposed national amendments, in part, convert existing requirements from the Security Directive (SD) 1542-04-08 series covering Security Threat Assessments. This is consistent with TSA’s long-term goal to reduce the number of active SDs and provides an opportunity for formal stakeholder feedback via the notice and comment process, as discussed at the Airports-Only meeting following last week’s AAAE Aviation Security Summit.

Proposed ASP national amendment TSA PNA 25-02: Trusted Agents would convert long-standing Trusted Agent requirements in the SD 1542-04-08 series first established in 2008 to permanent requirements found in the airport operator’s ASP. In addition, TSA would expand the applicability of Trusted Agent requirements to specifically include 49 CFR part 1544 aircraft operators and 49 CFR part 1546 foreign air carriers that hold an Exclusive Area Agreement (EAA) and who issue their own ID media for access control at the airport. EAA holders who issue airport-approved ID media should be held to the same ID media accountability standards as airport operators, and this proposed amendment would set a consistent baseline.

Proposed ASP national amendment TSA-NA-25-03: ID Media Certifications and Social Security Number (SSN) Collection and Validation would require airport operators to amend their ID media application with new consent language to allow for verification of applicants’ SSN with the Social Security Administration.
