The 30,000-square-foot, five-gate terminal modernization at PMGA represents a significant investment in the airport’s growing infrastructure. The new, energy-efficient terminal replaces outdated facilities with increased seating capacity, enhanced accessibility, expanded retail options, and an inviting outdoor courtyard. Designed to support the airport’s growing annual passenger count of over 1.9 million, the project enhances travel experiences while positioning PMGA as a key hub in Arizona’s East Valley.

Funded through the Bipartisan Infrastructure Law (BIL) and Federal Aviation Administration (FAA) grants, the modernization was completed in just 18 months. To maintain full airport operations during construction, McCarthy implemented an innovative temporary solution — erecting a 6,300-square-foot, prefabricated three-gate Sprung Structure. It was equipped with air conditioning and enclosed walkways to ensure passenger comfort. Once the new terminal was operational, the temporary facility was carefully dismantled and stored for future airport expansion, promoting cost efficiency and sustainability. This alternative terminal allowed uninterrupted passenger flow and peak flight volumes during major tourism events such as the WM Phoenix Open, the 2023 MLB Spring Training season, and the 2023 NFL championship game.

Constructing an active terminal within a functioning airport requires strict adherence to security measures and a meticulous approach to scheduling and personnel management. With all work conducted airside, ensuring the safety of both passengers and construction personnel was paramount. Every worker underwent rigorous security clearance procedures, including badging and strict gate entry policies.

Beyond security, the challenge of replacing an operational terminal required strategic planning. Since the demolition of the old terminal had to align with peak travel demand, McCarthy collaborated with PMGA to construct the temporary facility before decommissioning the existing structure.
