About the Course

Runway incursions and other surface events rarely stem from a single mistake. They typically result from interactions involving operational, human, and organizational conditions such as airfield geometry and complexity, construction activity, visibility limitations, communications challenges, workload and attention demands, training gaps, supervisory practices, and resource or process constraints. Airport personnel are uniquely positioned to influence these conditions through effective response, thorough investigation, and corrective actions that improve defenses on the airfield.

The purpose of this course is to provide airport personnel with a standardized, evidence-based method to investigate runway incursions and surface events, particularly vehicle/pedestrian deviations (V/PD), and to determine root and contributing causes using an airside-adapted Human Factors Analysis and Classification System (HFACS) approach. The course is designed to produce investigation outputs that are objective, defensible, and actionable, while ensuring that findings translate directly into a Runway Safety Action Plan (RSAP), ready corrective actions suitable for response to an FAA Letter of Investigation (LOI), Safety Management System (SMS) verification, and recurrence reduction.

Participant Qualifications

Prior experience with runway incursions or formal accident/incident investigation is not required. The course is designed for airport operations personnel who may respond to, document, support, or lead surface event investigations. Participants should have current AOA authorization and role-appropriate airfield driving and safety training. Prior involvement in incident response or SMS reporting is recommended but not mandatory

CANCELLATION POLICY: Training registration fees are non-refundable. A recording of the webinar will still be provided to cancelled registrations after the live webinar occurs for 30 days.

All cancellation requests for registrations received on or before Thursday April 2, 2026, are subject to a $150 cancellation processing fee; approved refunds will be processed after the meeting takes place. There will be no refunds of any kind after this date. Cancellations with outstanding invoices received within two weeks of the start of the conference, will require full payment on the balance due. Refunds will not be provided, and balance dues will not be forgiven for no-shows. Substitutions within the same conference will be accepted without penalties. The difference between member and non-member price will be charged if a non-member replaces a member. Substitutions will be accepted with a written request to Training@aaae.org. The individual substituting for the original registrant is responsible for all financial obligations (balance due; difference in fees due to membership type) associated with that substitution. NOTE: Confirmation letters will be emailed to attendees within one business day of registration. Please note failure to receive a confirmation letter before an event will not be grounds for a refund.

The Civilian/Military Airport Connection (CMAC) program helps separating military personnel and new veterans acclimate from managing military airfields to the dynamic and complex commercial-use airport environment.

There are four components to the program:

About the Instructor

John Ostrom

John Ostrom

Trainer

John Ostrom concluded more than 37 years at Minneapolis–St. Paul International Airport (MSP) in 2023, where he retired as the Assistant Director of Integrated Operations. In his leadership role with the Metropolitan Airports Commission (MAC), he directed design and development of MSP’s Integrated Operations Center (North STAR Center) and managed the Airside Operations Department, ensuring compliance with 14 CFR Part 139 while advancing operational safety, efficiency, and collaboration. His career contributions included developing MSP’s award-winning Wildlife Hazard Management Program, pioneering the Airport Drivers’ Training Program, and leading the creation of the MSP Winter Operations Playbook, Tarmac Delay Contingency Plan, and Surface Movement Guidance Control System (SMGCS). He also established the Runway Incursion Review Board and advanced human factors and root cause analysis programs that influenced industry standards.

After leaving MSP in 2023, John began working with the American Association of Airport Executives (AAAE), where he has developed Part 139 training courses and continues to instruct in AAAE’s Basic and Advanced Airport Safety and Operations Specialist (ASOS) courses. He also created and delivered a month-long airport operations training program for the Port Authority of New York and New Jersey, helping to build technical skills and industry knowledge among new operations professionals.

John is a Certified Member of AAAE and has served as Chair of the Airport Training Committee, Chair of Bird Strike Committee USA (BSC USA), and Chair of the National Wildlife Services Advisory Committee (NWSAC). His expertise has contributed to FAA/ACRP research projects, national wildlife hazard management policy, and global safety practices. He is also a recognized aviation educator and speaker, having designed and instructed training courses for AAAE, Bird Strike Committee USA, and MSP’s Part 139 Boot Camp. John has also presented at ICAO/ACI symposia, AAAE conferences, Bird Strike North America, and before the U.S. House of Representatives Committee on Transportation Infrastructure.

John holds an MBA in Management from the University of St. Thomas, a BA in Psychology with a minor in Mathematics from Winona State University, and pursued studies in Human Factors Engineering/Ergonomics at the U.S. Air Force Academy. His achievements have been recognized with awards including the FAA Sandy Wright/Richard Dolbeer Excellence in Strike Reporting Award, FAA Great Lakes Region Partnership Award, FAA Safety Team Aviation Safety Award, and a USDA Certificate of Appreciation.
