Pete LeFevre

Air Traffic Controller

Washington Dulles ATCT and NATCA Eastern Region ARVP 

Pete LeFevre is an Air Traffic Controller at Washington Dulles International Airport, where he has worked for the past 16 years. In addition to his operational ATC role, he has taken on key leadership positions within the National Air Traffic Controllers Association, serving as the facility’s Principal Representative since 2020 and previously as both the Safety Representative and the Plans & Procedures Representative.

In these capacities, Pete has led collaborative discussions with the airport authority and management on a wide range of operational and safety issues, which have included planning for three Presidential Inaugurations, as well as developing and refining procedures that ensure the efficient and safe movement of aircraft across the airport surface and within the surrounding airspace. His work has spanned everything from large event planning to coordinating day-to-day procedures with airport stakeholders.

A lifelong DC-area resident, Pete describes working at his hometown airport as a dream come true. His fascination with aviation began as a child, taking day trips to Washington National just to watch airplanes. Today, that same passion drives his work as a subject matter expert, where he works with airline representatives, FBOs, and airport leadership to strengthen collaboration, safety, and efficiency at one of the nation’s busiest airports.

Director of Aviation Operations, Safety and Security

Boston-Logan International Airport 

David Ishihara is the Director of Aviation Operations,
Safety and Security at for the Massachusetts Port
Authority at Logan International Airport. Mr. Ishihara
is responsible for the management of airfield
operations, safety management systems, aviation
security, ground transportation & parking operations as
well as the oversight of Worcester Regional Airport
(ORH).

Mr. Ishihara was formerly the Deputy Director of the US
Department of Transportation (DOT) Volpe National
Transportation Systems Center in Cambridge, MA.


Previous aviation roles include, Transportation Security Administration Federal Security Director at Bradley Airport in Windsor Locks, CT and Federal Aviation
Administration (FAA) Field Office Manager. Immediately following the 9/11 attacks, David Ishihara served as the FAA Security Manager assigned to Logan Airport and prior to that was the Assistant Airport Manager in Portland, Maine.

Mr. Ishihara graduated from Florida Institute of Technology with a Bachelor of
Science degree. His is an active pilot holding Commercial and Instrument ratings.

Bridget Gonchar is the Vice President of Airport Strategic Programs at Signature Aviation. With over 17 years of experience in the aviation industry, she brings deep expertise in operations, integration, and business development.

Bridget holds a Bachelor’s degree in Aviation Business Administration and an MBA from Embry-Riddle Aeronautical University. She began her career at Signature in 2008 as a Finance and Business Development Intern and has since held a range of leadership roles across both corporate and field operations. Her previous positions include Chief Operating Officer of EPIC Fuels, Vice President of Operations Support, Vice President of Integration, and Director of FBO Operations.

Jeff has over 35 years of FBO and airport management, operation, planning, development, and consulting experience. Civilian/Military Airport Connection (CMAC)

What is CMAC?

The Civilian/Military Airport Connection (CMAC) program helps separating military personnel and new veterans acclimate from managing military airfields to the dynamic and complex commercial-use airport environment.

There are four components to the program:

  1. Professional transition workshop
  2. One airport certification course - choice of ACE Airfield Operations or Certified Member (C.M.)
  3. One year membership in AAAE
  4. Airport job shadowing
