About the Summit
We are pleased to present the 25th Annual AAAE Aviation Security Summit, scheduled to occur December 9-10, 2025, in Washington, DC, at the Hilton Washington DC National Mall - The Wharf.
The 25th Annual AAAE Aviation Security Summit will continue the tradition of AAAE and federal aviation security policymakers coming together at a joint summit to review the complex issues surrounding aviation security today. The issues and challenges facing airport operators, airlines and aviation security professionals, and the leadership at TSA, DHS, and CBP are many, including new cyber threat vectors, surging return travel volumes, and an already strained workforce.
As one of the top-attended security events, this important annual summit brings together senior leadership from TSA, DHS, and CBP with airport operators and other key players in security policy and operations for an intensive exchange. The summit enables the open exchange of ideas and information on the most important security issues facing the aviation industry. This conference provides the perfect opportunity to join in a dialogue with policymakers from TSA, DHS, and CBP, learn about the latest developments regarding security policy and technology, and connect with key aviation security decision-makers.

Keynote Speakers
Ha Nguyen McNeill was appointed Deputy Administrator of the Transportation Security Administration (TSA) in April 2025, bringing a wealth of experience and a proven track record of driving strategic change and innovation in both the public and private sectors. As Deputy Administrator, McNeill leverages her extensive experience to further TSA's mission of securing the nation's transportation systems and enhancing the efficiency and effectiveness of its operations.
McNeill's career is marked by significant achievements in national security and organizational efficiency. At TSA, she previously served as Chief of Staff from 2017 – 2019 during the first Trump Administration, where she advanced critical Administration priorities and aligned TSA’s budget to focus on meaningful security outcomes. Her close and continued engagement with Congress and stakeholders helped secure public-private partnership authorities for TSA, allowing for innovative, cost-effective, and secure approaches to sustaining year-over-year travel volume growth. Additionally, McNeill established the first Chief Innovation Officer role at TSA to remove bureaucratic obstacles and expedite the deployment of key technologies such as Computed Tomography and Credential Authentication Technology.
In her most recent role as President, Commercial (acting) and Vice President, Digital Identity Growth at BigBear.AI, McNeill successfully stood up the company’s digital identity portfolio. Her leadership contributed to revenue growth and the development of new AI capabilities for the aviation market.
McNeill also held the position of Chief Operating Officer at BSA | The Software Alliance, where she oversaw all revenue-generating functions and managed global intellectual property enforcement and compliance programs. As COO, her efforts improved financial management and planning within the organization and increased overall employee morale.
Additionally, McNeill has served in various capacities within the U.S. Department of Homeland Security, the National Security Council, and the Office of Management and Budget, managing national aviation security portfolios and leading the development of unified U.S. government policies and initiatives.
McNeill holds a Master’s in Public Policy with a concentration in International Security and Political Economy from the Harvard Kennedy School of Government and B.A.s in International Studies and Music from the University of California, Irvine.
Matthew S. Davies serves as the Executive Director for Admissibility and Passenger Programs (APP) within the Office of Field Operations (OFO), U.S. Customs and Border Protection (CBP) where he oversees multiple national-level programs related to admissibility enforcement and traveler facilitation. Mr. Davies directly supports OFO’s priorities of advancing national security, facilitating lawful trade and travel, fostering transparency and collaboration, being innovative and forward-looking, and investing in the people of CBP. With more than 20 years of service, Mr. Davies has served in numerous leadership roles throughout the years, including Deputy Executive Director and Director for APP; Area Port Director in both Chicago, Illinois and Dublin, Ireland, Division Chief Mission Support in San Diego; and Executive Director for Acquisition Policy and Oversight, Mission Support Directorate, OFO.
Mr. Davies attended the first cohort of the CBP Leadership Institute in 2010 and completed the Department of Homeland Security Senior Executive Service Candidate Development Program in 2015.

Cancellation Policy:
Registrations and cancellations must be submitted in writing. Cancellation requests received before Friday, November 21, 2025, are subject to a $125 processing fee and will be processed after the meeting takes place. There will be no refunds after this date. Substitutions will be accepted without penalties and no-shows will be billed. For all inquiries regarding cancellations and refunds, please contact the AAAE Meetings Department at 703.824.0500 or email aaaemeetings@aaae.org. By submitting a completed registration form, you acknowledge that you have read and understand the cancellation policy.
NOTE: AAAE reserves the right to postpone or cancel an event if the number of registrants is insufficient; due to acts of God; or any other reason beyond AAAE’s control. In this event, we will notify all registrants and credit the full registration fee towards another AAAE meeting, product or service. However, any costs incurred by the registrant, such as hotel cancellation or airline penalties, are the responsibility of the registrant. Confirmation letters will be emailed to attendees within two weeks of receipt of registration. However, if you have not received a confirmation email two business days prior to the meeting, and you enrolled at least two weeks prior to the meeting, please contact the AAAE Meetings Department at 703.824.0504 or AAAEmeetings@aaae.org. Please note failure to receive a confirmation letter before an event will not be grounds for a refund.
Media Access Policy
AAAE reserves the right to grant at its sole discretion access to TV, radio and print media organizations or individuals that have registered and received prior authorization from AAAE at least 72 hours prior to an AAAE event they wish to cover. Due to the sensitive nature of some discussions, not all sessions at some AAAE events will be open to media. AAAE retains the sole right to grant or refuse media access for any event or section of an event it operates.

All conference sessions will be held at the Hilton Washington DC National Mall The Wharf, located at480 L'Enfant Plaza SW, Washington DC, 20024. For your convenience, a block of rooms has been made available and all attendees will receive a rate of $299 per night (single/double). The last day to receive this discounted rate is Sunday, November 16, 2025. Rooms may sell out before this date, be sure to make your reservation today! Reservations made after this date only can be honored on a space available basis at the hotel’s prevailing rates. Transportation
The Hilton Washington DC National Mall The Wharf is located 3.5 miles from Ronald Reagan Washington National Airport and the ride takes approximately 10-20 minutes, depending heavily on traffic. Alternatively, Transportation Network Companies (TNC) Uber and Lyft do operate at the airport, as well as Metro, and may be less expensive. Get more information on ground transportation at DCA. Washington Dulles International Airport and Baltimore Washington International Airport are also within driving distance of the hotel, just further distances than DCA.
